Position Summary

The Director of Human Resources Systems & Operations provides strategic leadership for the Diocese's human resource technology, HR operations, data governance, business processes, and employee benefits administration. This position serves as the functional owner of the Diocese's Human Resource Information System (HRIS), ensuring that HR technology supports organizational objectives through efficient workflows, accurate data, system integration, reporting, and continuous process improvement.

The Director partners closely with Human Resources, Payroll, Finance, Information Technology, diocesan leadership, and third-party vendors to optimize HR operations through technology, automation, analytics, and sound business processes. While overseeing employee benefits administration, the primary focus of this role is leveraging systems and operational excellence to improve efficiency, compliance, data integrity, and the employee experience.

The Director is expected to conduct all responsibilities in a manner consistent with the mission, teachings, and values of the Catholic Church and the Catholic Diocese of Cleveland, demonstrating integrity, collaboration, faithful stewardship, and service to parishes, schools, ministries, and employees.

This position is in-person. We are not a remote organization.

Essential Responsibilities

HR Systems Leadership

Serve as the functional owner and strategic administrator of the Diocese's Human Resource Information System and related technologies.

Responsibilities include:

  • Develop and execute the HR systems roadmap aligned with organizational goals.
  • Configure and maintain HRIS functionality, workflows, security, business rules, and organizational structures.
  • Lead HR system implementations, upgrades, testing, and optimization initiatives.
  • Manage integrations between HRIS, payroll, benefits administration, retirement, finance, and third-party vendors.
  • Evaluate emerging HR technologies and recommend system enhancements.
  • Develop system documentation, standard operating procedures, and end-user training.

HR Operations & Process Improvement

Lead operational excellence initiatives across Human Resources through automation, standardization, and continuous improvement.

Responsibilities include:

  • Analyze existing HR processes and redesign workflows to improve efficiency and service delivery.
  • Reduce manual processes through automation and technology.
  • Establish operational controls that improve accuracy and consistency.
  • Lead cross-functional projects involving HR, Payroll, Finance, and Information Technology.
  • Develop scalable operational processes to support diocesan growth and organizational change.

Data Governance & Analytics

Provide leadership for HR data governance, reporting, and workforce analytics.

Responsibilities include:

  • Maintain the integrity, accuracy, and security of employee data.
  • Develop dashboards, executive reports, and operational metrics. Conduct recurring audits of employee data, interfaces, benefit eligibility, and system security.

Benefits Administration

Provide operational oversight of employee benefit programs while leveraging technology to improve administration and employee service.

Responsibilities include:

  • Oversee administration of medical, dental, vision, life, disability, retirement, wellness, flexible spending, and voluntary benefit programs.
  • Ensure accurate eligibility, enrollments, qualifying life events, retirements, and Church Plan continuation.
  • Coordinate annual Open Enrollment, including system configuration, testing, employee communications, and reconciliation.
  • Partner with carriers and vendors to resolve complex eligibility and system issues.
  • Conduct benefit audits and support billing reconciliation.

Payroll & Financial Systems Collaboration

Partner with Finance to ensure the seamless integration of HR, payroll, and financial systems while maintaining the accuracy and integrity of employee and benefits data. This role is responsible for supporting payroll including deduction accuracy, employer contribution reporting, benefit billing and vendor reconciliation, retirement contribution reporting, life and disability premium reporting, general ledger interfaces, and the financial reconciliation of HR, payroll, and benefits data. The Director works collaboratively across departments to identify discrepancies, strengthen internal controls, improve reporting accuracy, and ensure reliable financial and operational processes.

Vendor & Technology Management

Serve as the primary relationship manager for HR technology vendors, including HRIS, payroll, benefits administration, insurance carriers, brokers, retirement administrators, and third-party service providers.

Responsibilities include:

  • Monitor vendor performance and service levels.
  • Coordinate system implementations and upgrades.
  • Manage issue resolution and vendor escalations.
  • Recommend technology improvements that enhance operational effectiveness.

Qualifications

Education

Bachelor's degree in one of the following:

  • Information Systems
  • Human Resources
  • Business Administration
  • Management
  • Finance
  • Related field

Master's degree preferred.

Experience

  • Five to seven years of progressively responsible experience in HRIS, enterprise business systems, HR operations, financial systems, or related business technology functions.
  • Three or more years of supervisory or management experience leading professional staff, including coaching, performance management, and team development.
  • Experience serving as the functional owner or administrator of an enterprise HRIS, ERP, payroll, or comparable business system.
  • Experience leading system implementations, upgrades, integrations, or business process redesign initiatives.
  • Experience with payroll integration, data governance, reporting, and system security.
  • Demonstrated success managing cross-functional projects and collaborating with Human Resources, Payroll, Finance, Information Technology, and third-party vendors.

Experience with:

  • Paycor or payroll system
